首先分析了公平与效率的概念及伦理冲突,然后对医疗卫生领域的公平与效率问题进行详细的探讨,指出医疗卫生市场存在缺乏效率和市场不灵的现象,这就需要政府进行干预,以防止纯粹追求效率的片面性。最后提出必须坚持＂公平优先、兼顾效率＂的原则才能有效解决这种伦理冲突。

This paper firstly analyzed the concepts of fairness and efficiency and the ethical conflict, and then discussedon the problems of fairness and efficiency in health care in details.
