"新医改"方案的提出,使卫生信息化被提到了前所未有的高度,建立以健康档案为核心的区域卫生信息平台迫在眉睫。结合我国区域卫生信息平台建设现状,分析了区域卫生信息平台系统应具有的功能与主要业务需求;从建设任务与目标、信息平台架构、总体逻辑部署、硬件网络支撑等四个方面,提出了整体设计思路。从安全保障技术、健康风险评估技术、健康管理远程度互动技术三个方面,实现区域卫生信息化建设,实现"医疗数字档案"安全化、民生化、智能化的功能。
