采用文献资料、对比分析等方法，分析了集中计划经济条件下的竞技体育人力资源的行政配置以及市场经济条件下的政府管理型、社会管理型与准行政管理型三种体育体制下的竞技体育人力资源的政府配置、市场配置及准行政配置的特点。指出单一的政府配置或市场配置存在“政府失灵”和“市场失灵”，体育体制改革的趋势是政府管理与社会管理相结合的“结合型管理体制”，因此，竞技体育人力资源配置方式也将趋向于政府配置与市场配置的结合；同时指出体育发展不同阶段人力资源配置的特点，认为我国竞技体育人力资源配置方式的改革具有长期性艰巨性。
