乡镇作为连接城乡的纽带，在城乡融合发展中具有举足轻重的地位，是解决好“三农”问题的关键所在，是实现乡村振兴战略的有效抓手。乡镇聚焦民生导向、环境整治，功能完善，发展农村经济和产业，吸引人口回流是关键所在。本文以人口流动为切入点，通过实地调查和查看地方志，深入剖析NH乡乡镇功能建设人口回流的成功经验和模式，以此对乡村振兴背景下类似乡镇发展规划提供一些参考和建议。
