加强纪律建设是新时代全面从严治党的治本之策。强化纪律执行,与加强纪律教育,是纪律建设的一体两面。新时代强化党纪执行力,一方面需继承和发扬管党治党的历史经验,另一方面要结合新时代从严治党的要求,并基于“史密斯政策执行模型”,从党规党纪制度本身、执行主体、目标群体和执纪环境四个维度出发,联系实际,把严格依规执纪作为着力点,以点带面,从完善党内法规制度体系、提高执行主体执纪质量、做好目标群体的纪律教育、创设良好的内外监督环境条件等方面着手,把党纪执行力建设真正落到实处。
